The Congressional Medal of Honor is only awarded to military personnel. If Matthews said this, that only further confirms that he is a complete misinformed dolt. Maybe you should take this hint and find someone else to watch. MSNBC has only a few viewers anyway.

edit. A US president is always a civilian. Elected civilians control the military. Military generals that became presidents had to surrender their commission before taking that office. Ike and Grant comes to mind. Kennedy had been out for some time.
