To simply find and posses one is not a crime.
The Crime is when you attempt to pass off the Medal as one that you have been awarded and earned. That falls under the Stolen Valor act.
If I were to find a MoH ....Yes it's the Medal of Honor (MoH), not the Congressional Medal Of Honor (CMH)... I would attempt to find out who it belonged to and return it to him or his surviving family.
If unable to locate the man or any relatives, I would turn it over to the local Veterans organization.
Concerning MoH vs CMH
It is bestowed by the President, in the name of Congress, upon members of the United States Armed Forces. As the award citation includes the phrase "in the name of Congress", it is sometimes erroneously called the Congressional Medal of Honor; however, the official title is simply the Medal of Honor.

The Stolen Valor Act has been deemed to be unconstitutional so its legal to lie and pose as a military soldier and veteran.
Its The Medal of Honor, Congress only approves the awarding of the award.
Its illegal to BUY, SELL a M o H, unless its your award, or legally given / left to you by the original recipient.
Its NOT illegal to sell if you live outside the USA.If someone were to find a congressional medal of honor?
It is a felony to own/display a CMOH...unless you earned it. That is because the CMOH carries with it a Federal Pension (around $1,250/month if I remember). It is also punishable under the Stolen Valor Act.
The correct thing to do is turn it over to the authorities.
